Annie G. Toro is Senior Vice President and Counsel at TG&A. She has worked in the field of policy for more than 25 years. Ms. Toro has held senior management level positions at various widely recognized and leading entities. Prior to her current position, she served as President and Executive Director of the What To Expect Project. Prior to being appointed to that role, Ms. Toro worked at the U.S. Pharmacopeial Convention leading their International Regulatory Policy and Advocacy work and serving as lead expert for global issues - working closely with a range of stakeholders, including the UN and key multilateral agencies, as well as with the U.S. Congress, the Administration, and the private sector. She previously served as International Medical Corps’ Senior Advisor, leading all policy and advocacy efforts across the organization’s programs impacting more than 30countries, on 4 continents and staff and volunteers of over 8,000.

Ms. Toro began her career in Congress serving as Democratic Staff Director at the U.S. House Financial Services Committee Subcommittee on Oversight and Investigations, and as Senior Legislative Counsel to U.S. Representative Luis V. Gutierrez. In her position at Representative Gutierrez’ office, she developed, wrote legislation, and provided legal counsel on a comprehensive number of key legislative issues, including new, strategic initiatives to advance priority issues of significance to the Congressional Hispanic Caucus (CHC) – working closely with its members. She also led and developed all appropriations initiatives of the congressional office, including the member’s commitment to improve transit, rail, and economic development. Specifically, Ms. Toro served as the focal point in the member’s work when the Chicago Transit Authority decided to close down the Douglas Branch of the former Blue Line, serving primarily Latino communities. These efforts culminated with successfully securing $320 million in federal funding to reconstruct Blue Line stops and its full-service reinstatement.

Throughout her career, Ms. Toro has worked on a wide range of issues – with a longstanding career impacting domestic and global issues. She received her Juris Doctor from Syracuse University and a Master of Public Health from the Milken Institute of Public Health at The George Washington University.

Ms. Toro has earned numerous recognitions and awards and has served in many leadership roles throughout her career. She is a Native Spanish speaker.
