Andrew Perlstein is a Director at TG&A. Prior to joining TG&A, Mr. Perlstein completed seven and a half years as a legislative staffer in Congress, primarily advising members of transportation committees in the House of Representatives and the Senate. Most recently he served as a senior policy advisor to Senator Ben Cardin (D-MD), advising on matters related to highways, rail, transit, aviation, active transportation, federal buildings, economic development, and water infrastructure. His staff work involved active engagement with the Department of Transportation, the General Services Administration, the Economic Development Administration, the Army Corps of Engineers, and other federal agencies.

During his tenure with Senator Cardin, Mr. Perlstein advanced priorities in major enacted legislation including the Infrastructure Investment and Jobs Act, the CHIPS and Science Act, and multiple Water Resource Development Acts. He worked successfully to enact an expansion of one of Senator Cardin’s signature transportation initiatives – the Transportation Alternatives Program, which saw an increase of $2.5 billion in the Infrastructure Investment and Jobs Act.


In addition to shaping legislation, Mr. Perlstein played a leading role in advocating for federal support for Maryland infrastructure projects, with results including $80 million in Army Corps of Engineers construction funding for the Mid-Chesapeake Bay Island Ecosystem Restoration Project, $3.2 million  in Economic Development Administration design and engineering assistance for flood protection and resilience of the Annapolis City Dock, and $6 million from USDOT’s RAISE grant program for transportation improvements around Baltimore’s Penn Station. As the senior staffer on appropriations in Senator Cardin’s office, he was a lead contributor to the Maryland delegation’s collective wins of more than $230 million in earmarks for the state.


Prior to working for Senator Cardin, he worked for Congressman Mark DeSaulnier (D-CA-10), where he advanced the member's policy agenda on the Transportation and Infrastructure Committee and worked to enact multiple policies on aviation safety in the FAA Reauthorization Act of 2018.


Mr. Perlstein received his BA in Asian Studies and Earth Sciences from Dartmouth College, MS in Urban and Regional Planning from the University of Wisconsin - Madison, and PhD in Environment and Resources from Stanford University, where his research focused on urbanization and urban planning in China. He speaks Mandarin Chinese.
